CAGD Announces Temporary System Upgrade Affecting ESPV and E-Payslip Access for Government Workers.
The Controller and Accountant-General’s Department (CAGD) has issued an important public communication to all government workers whose salaries are processed on the Government of Ghana payroll, informing them of temporary challenges affecting access to certain online payroll services.
In the notice, CAGD explained that the Electronic Salary Payment Voucher (ESPV) and E-Payslip platforms are currently undergoing a major system upgrade. As a result of this ongoing technical process, some public sector workers may be temporarily unable to log in, view, or download their payslips using the affected systems.
According to the Department, the upgrade is part of a broader initiative aimed at strengthening the efficiency, security, and reliability of its digital payroll infrastructure. CAGD noted that the existing systems require improvements to better handle user demand, reduce operational challenges, and ensure smoother service delivery to government workers across various institutions.
CAGD further assured workers that the situation is not permanent. Technical teams are actively working behind the scenes to complete the upgrade within the shortest possible time. Once the process is finalised, the ESPV and E-Payslip platforms are expected to function more effectively, providing users with faster access and improved performance.
While acknowledging the inconvenience caused by the temporary disruption, the Department appealed to government workers to exercise patience and understanding during this period. CAGD also cautioned workers against relying on unverified information circulating on social media and other informal platforms, urging them instead to depend solely on official updates from the Department.
The Controller and Accountant-General’s Department reaffirmed its commitment to transparent communication and efficient payroll management. Management expressed appreciation to all affected workers for their cooperation and assured them that every effort is being made to restore full access to the systems as soon as the upgrade is successfully completed.
Government workers are therefore encouraged to remain calm, stay informed through official channels, and await further announcements from CAGD regarding the full restoration of ESPV and E-Payslip services.
